Mou Tun-fei was born in 1941 in Shandong Province, China, and moved to Taiwan with his family during childhood. He studied film in the film and theatre department of the National Arts College. Between 1969 and 1970, he directed two small-scale films in Taiwan but both were banned because they dealt with the sensitive issue of teacher-student love affair and homosexuality. Mou travelled in Europe and Central America in 1973, making his living teaching Chinese. He also made a film in Bolivia.

Mou settled in Hong Kong in 1977 and signed with Shaw Brothers. His first film at the studio was a short entitled Gun, which was released as part of an anthology film, The Teenagers Nightmare (1977). The film did not perform well at the box office, but Shaw Brothers was sufficiently impressed with Mou’s directing skills to allow him to remain. He went on to helm many crime films, including Bank-Buster (1978) and Lost Souls (1980), the latter causing quite a stir because of its graphic violence and explosive drama, posing a challenge to Hong Kong’s censorship system.

In the early 1980s, Mou shifted his production base to Mainland China. He directed the martial arts film Young Heroes (1983) in Sichuan province, produced by Moon Hsia. In 1988, Mou used chemical and biological experiments conducted by Japanese army on Chinese civilians during Sino-Japanese war as subject matter for his next film, Men Behind the Sun (1988), produced by Sil-Metropole. The film showcased the director’s fondness for extreme behavior, visual representation of violence and sensationalism. A few years later, he directed another film based on a tragic episode of the Sino-Japanese war, Black Sun: The Nanking Massacre (1995), providing a powerful indictment of Japanese atrocities. After co-directing the adult-themed Trilogy of Lust with Julie Lee Wah-yuet, Mou retired from the film industry and moved to the USA.
